Description:	Enable/Disable certain states of weather, and choose the randomness of weather changes between enabled states. Version 2 of the 'Weather Control Rule' brings the same control over the weather as the previous version, but with the added bonus of splash effects. When it's in one of the rain states (Drizzle, Rain or Stormy) and you are outside the cab, splashes of water will hit the screen and fade away as they drop down. This feature can be disabled if it's not your 'thing'.
